Returns the paginated list of friendly merchant categories and their constituent MCC codes. This is reference data accessible to any authenticated caller. Category ordering is stable across requests. category values are snake_case API keys (e.g. food_and_dining); mccs are strings. The response uses the standard { categories: [...], pagination: {...} } envelope.
