Uploads a new mobile-app splash screen image (login image) for a distributor card. Accepts a single multipart form part named file whose content type must be image/png, image/jpeg, or image/webp, whose dimensions are exactly 1500x3248 pixels, and whose size must not exceed 15 MB.
